Who Manages the BOSS-U Contract?
Information Technology, E-Commerce, and Commercial Contracting Center (ITEC4) is an element of the Army Contracting Command (ACC) with the primary mission to establish master contracts to acquire information technology products and services for the Army Enterprise. ITEC4 is headquartered in Alexandria, Virginia with contracting divisions in Alexandria and Fort Huachuca, Arizona.
What type of contracts are issued through BOSS-U?
BOSS-U contracts are ID/IQ contracts, designed for task orders, using individual Team member negotiated, fully-loaded (i.e. direct labor costs, overhead costs including program management, G&A expenses and profit) hourly labor rates that are contained in the BOSS-U contract. Task Orders may be Firm Fixed Price (FFP), Time and Materials (T&M/LH), or Cost Reimbursement in accordance with Federal Acquisition Regulation (FAR) Part 16.5.
Individual TOs may require the Contractor to restructure its price proposal. For example, instead of, or in addition to, providing a cost proposal based on fixed hourly rates, specific task orders may require pricing on a per seat/workstation, usage rates, or other similar basis to determine the total life cycle cost.
What is the BOSS-U Period of Performance?
The period of performance for the BOSS-U contracts is for a 3-year base period and 2 one-year option periods. Base Period: 22 December 2008 to 21 December 2011.

$497 million is the maximum cumulative dollar ceiling value of all contracts taken together.
What can this contract be used for?
This suite of indefinite-delivery/ indefinite-quantity contracts are designed to offer a broad range of services, solutions and task order types to fulfill the majority of biometrics services needs. The Performance Work Statement (PWS) is comprised of 6 comprehensive functional service categories:

Can the Labor Rates be Changed?
At any time and throughout the life of the contract, at the request of either the Contractor or the Government, the Contractor may propose additional labor categories, rates and descriptions in addition to the Government labor categories. These additional labor categories, rates and descriptions will be negotiated on a case-by-case basis. The additional categories, rates and descriptions proposed, upon determination by the Government that they are fair and reasonable, will be incorporated by modification into the Pricing Table of this contract.
What is the CLIN Structure and Definitions?
CLIN Pricing for Task Orders will be based on the Pricing Table which represents all labor rates, ODCs and markup percentages for performance of the requirements as specified in individual Task Orders. Fully loaded hourly labor rates are included for each labor category both at the Contractor site and at Government sites. These fully-loaded hourly labor rates are the ceiling rates representing the maximum rates allowable for Prime and Subcontractors. Only Government-required labor categories are included in this table. Additional labor categories may be proposed after contract award, in accordance with Section B.3.1.3(b) and Section G.4.4(e).
CLIN Structure. The Contract Line Item Number (CLIN) structure is designed to provide consistency across all the BOSS-U contracts.

- Biometrics Solution Services. Separate CLINs are included to allow for various pricing structures (i.e., time and materials, fixed price, and cost) in individual TO’s. The appropriate FAR principles must be applied for the respective contract type.
- Incidental Construction. Incidental Construction cost will be negotiated under the individual Task Order and will include the required labor & materials to perform the requirement. The work will be subject to the provisions of the Davis Bacon Act.
- Other Direct Costs (ODCs). ODCs consist of materials and supplies and are reimbursable under cost reimbursement CLINs. The contractor shall include a detailed description of all proposed ODCs in individual TO proposals. The cost of general purpose items required for the conduct of the contractor's normal business operations will not be considered an allowable ODC in the performance of this contract.
- Biometrics Solution Equipment and Biometrics Solution Software. Equipment and Software required for a Biometrics solution.
- All materials required for performance of TOs, issued under this contract, which are not Government-furnished, shall be furnished by the contractor. Ownership of materials and licenses acquired by the contractor with Government funds, for performance of this contract, shall vest with the Government.
- In accordance with DFARS Subpart 239.73, Acquisition of Automatic Data Processing Equipment by DoD Contractors, the Contractor shall submit the documentation required to the Contracting Officer (KO) for approval prior to entering into any equipment lease or purchase agreement.
- Travel and Per Diem. TO related travel costs, i.e., relocation and temporary duty (TDY) to include travel, lodging and meals are reimbursable in accordance with FAR 31.205-46 and DoD Joint Travel Regulation. No contractor travel shall be conducted to support the requirements of TOs without advance, written approval from the TO Contracting Officer’s Representative.
- Deliverables. This CLIN will be informational only. Deliverable cost will be attributed to a service CLIN and be the resultant labor cost required to develop the deliverable.
- Manpower Reporting. This cost is for Army requirements only, and will be pre-negotiated at the Task Order level prior to award. This will be a FFP CLIN.
